			<content:encoded><![CDATA[<p>Communication, in my opinion, can be construed as harassment if the person sending the<br />
message sends messages that seem to have malicious content, and are potentially damaging to<br />
the self-esteem and reputation of the other person. If the recipient has warned the sender<br />
that his messages are unwanted, but the sender keeps sending, that can also be deemed<br />
harassment or <a href="http://www.organizationalbehaviors.com/organizational-behavior-issues.html">organizational behavior issues</a>. A person who feels hounded by the sender can sue for emotional damages caused<br />
by the content or manner of communication of the sender. It is advisable for anyone being<br />
harassed to collect evidence about it.</p>
