I had the distinct feeling that at one time people had been assigned to their jobs based upon their competencies matching the job requirements.   But today the jobs had changed in their focus and some of the people had been trained to do the new jobs.  I also discovered that we had sent people to training and the brought them back to their old jobs and put untrained or partially trained people into the new ones.  When we brought in the people from Peoplesoft Workforce Planning they assured me that the new workforce planning system would be able to identify those discrepancies and help us clean up our act.
